Criminal Records Bureau (CRB) Disclosures

The BSAC is a registered body with the Criminal Records Bureau (CRB) and can facilitate Disclosures for its Branch members. As volunteers, the service is free of charge (July 2006).
CRB disclosures should only be applied for by those that may have significant contact with children and/or in a supervisory capacity of children – or vulnerable adults. Typically, this can be instructors and Branch Officers
It is not mandatory for such members to possess a CRB disclosure in order to instruct children or vulnerable adults, but a Disclosure can be a part of the child protection concept in going some way to demonstrating responsibility to the parents of young trainees.
It is prudent for the Branch to introduce this concept in a sensitive way, within the branch, making the system voluntary and highlighting the positive benefits to all.
Process:
  1. The Branch Welfare Officer can apply for CRB Disclosure Application Forms and associated explanatory notes from BSAC HQ.
  2. Applicants need to complete the form and the Branch Welfare Officer endorses part of the application form, stating that they have formally identified the applicant by verifying certain documentation.
  3. The Branch WO sends the completed form to HQ, accompanied with a ‘Branch Member Application Cover Sheet’ which effectively asks: "The applicant will have significant contact with children and vulnerable adults. Is there anything in this person's record that may make them unsuitable in this role?"
  4. HQ will check the CRB Application Form, formally endorse and forward to the CRB.
  5. The Member will be sent a Disclosure Statement confidentially directly from the CRB. A copy of the Disclosure Statement will also be sent to the BSAC Welfare Officer at HQ.
  6. If the applicant has nothing in their record to prevent them from having significant contact with children, this is communicated immediately to the Branch in a letter, answering the Branch Member Application Cover Sheet enquiry.
  7. The BSAC destroy the copy of the member’s disclosure.
  8. No-one apart from the BSAC Welfare Officer or the applicant would ever know the contents of a disclosure.
  9. If there doubts as to a member’s suitability from information disclosed, the BSAC and the Branch will need to consider taking further professional advice.
